If so, right-click on it and select Uninstall Device. In the confirmation window that pops up make sure you also click "Attempt to remove the driver for this device". Remove the Bluetooth adaptor and plug it back in (or click on action > Scan for hardware changes) and see if Windows will now pick it up.
I encountered this issue with my new PC last week. Turns out there was an antenna I need to connect the motherboard which was included in the bag that had extra PSU wires and the mobo manual. Once I put that on my bluetooth worked fine. I'm not sure if this applies to you but my motherboard is the Gigabyte UD AC Z590. mayor_of_queen.
To find out if your PC has Bluetooth go into Device Manager > Check to see if there is a Bluetooth category in the drop-down menu. Screenshot taken in Windows 10. If you can’t see Bluetooth listed in this, drop-down menu, select ‘Network Adapters’ from the list. You might see Bluetooth listed under there instead.
